logo_roadEstonian Road Administration is a government institution under governance of the Ministry of Economic Affairs and Communications. The Road Administration implements state policies and development plans within the scope of its duties prescribed in the law, exercises the functions of management and state supervision, and applies state coercion in the field of road maintenance, traffic safety, public transport and environmental impact of means of transportation. 

The main duties of the Road Administration are: 

  • Organising road maintenance and establishing safe traffic conditions on state highways; 
  • Increasing traffic safety and decreasing the environmental impact of transportation means;
  • Organising traffic and public transport;
  • Performing construction supervision, owner supervision, supervision over road use and over respecting of condition requirements, organisation of state supervision over respecting of requirements prescribed in the legislation regulating the field of activity of the Road Administration, and applying state coercion if necessary;
  • Maintaining the state roads registry, traffic registry and public transport registry, and applying special requirements resulting from legislation upon making registry entries;
  • Participating in drafting of legislation regulating the relevant fields of activity of the Road Administration, and making proposals to amend such legislation, also participating in correcting the Estonian language terminology in use for the fields of activity of the Road Administration;
  • Participating in development of policies, strategies and development plans of its activity field, and in preparation and implementation of international projects.
